President Donald Trump is set to address a joint session of Congress for the first time since he was elected to a second term. His speech Tuesday night at the U.S. Capitol comes as Trump announced the U.S. will impose 25% tariffs on imports from Canada and Mexico. The president has also taken unilateral action without Congress through more than 75 executive orders — more than the total he signed in any one year during his first term.
